Buy 1 get 1 free probably does so well because we are looking for freebies & discounts.
I feel our middle class upbringing may have a role to play. It is about getting more with less. Hence we feel whats free & discounted is best for us.
On the other hand some people may be doing it because they value money & may want to save as much as possible.
Some people also like freebies & discounts because we are greedy. This is what companies use as marketing gimmicks. First increase the price & then give a heavy discount. But it works even today.
