This is the simplest way to program the mind. It could be a baby step you do everyday.
Pushing yourself everyday a little bit more is something that can help you develop more will power. It is that extra attempt, that extra step, that extra something you do to push yourself more. The mind starts to believe that you can go beyond & so you start going beyond. Also this builds the good habit of pushing yourself.
You can also develop will power by fasting for a day. It will test your mind for temptations.
Meditation is a powerful way to develop your will power inside. Writing is also a simple way to start meditation. The day we learn to observe ourselves as a third person & be mindful in the moment we develop more will power.
